Terrible reception/connection by rain

I doubt there is a network as terrible as rain currently,I've been having poor connections for about 2 months now,I did call they told me my sim/router was connecting from a tower at home some 400km away so they had to set it to one closer to where I currently am, they did that but still no improvement, even downloading a WhatsApp video is close to impossible as it just disconnects, saying connected without internet. Honestly speaking they don't deserve even a single star.
