Take monthly payments but not willing to provide internet

I'm very unhappy I was Debited with my Account for my Monthly Premium but for 2 day i had no Internet or had internet with a Max Speed of 0.87 or 0.02 MB if you phone Rain they Don't Care Rain Just say that the Tower are down second time i phone i was informed that that's not the Case so i don't understand as to why Rain don't want to Provid me with the internet as per our agreement they took my money but not willing to provide internet Rain please advise
