****** sim how to cancel... delayed sim swap

Someone stole my sim card and is using it, I logged in to my account and it's somewhere in Pretoria. Last week I requested a Sim swap hoping it would cancel the other one and still no sim has been delivered. How do I go about this because when I cancel the sim it tells me the next billing date? Does it mean I have to pay for what don't have?
