Still no refund after escalation

Its been a week since Rain promised to refund my money for no service. I call to enquire again and one of the agent promised to further escalate the matter. It is now going to the 3rd month asking for cancellation and refund with no luck. I would not suggest anyone to use this for WiFi connectivity
