Slow speeds and no contact from Rain

I have changed over to Rain 4G 24/7 and I'm getting speeds of 45kbps when I done the live chat with them they mentioned that speeds would be better as it's up to 10mbps. They no longer have the live chatt function so emailed them on 8th April and have yet to receive any response. Don't use rain at all and will be canceling account.
