slow internet speeds

I havebeen complaining for various times now regarding slow download speeds in the area where my children live when i visit them in all areas around i get good connection. this happened the last time there was load shedding, rain was great in that area. now i am getting speeds of 100 kps download and 1mbps upload. this could not be right this is now going on for weeks.
