Slow internet speeds

Can i rather give you a negative star rating cause thats what you guys are worth. I have slow and unstable internet speeds yet again. I am paying for a package of 60mbps download. Currently i am only getting 9mbps download thats a massive difference so why !!! You guys really dont like your customers cause we are always unhappy. This is not the first time i leaving a bad review.
