SIM Cancelation

From my understanding Rain ISP charges you the complete SIM fee to start with when doing initial registration (fee: for registration to be to be successful) then you can start using their network, but now I am cancelling one of my SIM cards before the month ends and before billing but they still want to charge me for this month that I have already paid for IN ADVANCE!!! OR AM I MISSING SOMETHING?
