Silly account stipulations

Not a complaint about Rain's service but I tried to cancel my account due to the fact that it has become financially impossible to pay the account, due to living expenses that keeps rising. I spoke to a lady who informed me that I will first need to make payment (which is not possible) before I can cancel the account.

Is the accounts pre or post paid. I believe it is pre-paid. So if I cannot make payment for the month of April, what is the issue?

Was the account not meant to be month to month?
