SHOCKING UPLOAD SPEED - CANNOT UPLOAD DOCUMENTS

It is 6am on June 20, i have been struggling to upload documents via gmail on my phone. Did a speed test318.8 download and 15.1 upload speed.

This is shocking at this time in the morning.. Rain this is a continuous problem
