RICA Not going through

Good day, to RICA a Rain SIM card is proving impossible. This is the second SIM Card I want to Rica on our account. My husband is in Nigeria and his ID is the one on the profile, he was able to upload his documents for the first SIM card a couple of months ago but this new one is just refusing, the page keeps timing out. Please can you change the ID connected to this profile to mine so that I can use my ID to Rica? Many thanks
