replacement sim not delivered

Its a sad case really, it's the 5th week and my replacement SIM has not yet been delivered . I keep asking for one of the superiors contact details....the agents are protecting them.... What should one do to get assistance, should I tag Willem Roos I don't know if it's gonna help. Now I have to pay for data unable to use...is this fair
