Rain...absolutely disgusting and ridiculous

We bought the Rain Simcard, my fiance wanted to RICA it, before he could RICA, he had to pay R479, which he did, that had no problem taking the money, when it came to the address verification, he sent a photo of the Lease Agreement, which is in my name, they would not accept it, which is understandable, as he has nothing on his name. When he phoned them, they said he needs his own Proof of Address, which he does not have, as he moved down from Gauteng. He then asked if we could re-Rica the sim on my name, they said we could, but had to pay another R479. How in the helk can they take your money before they have verified your credentials? I am absolutely disgusted.
