Rain - Why do I need a sim swap?

I lost my sim card. The process of getting a new one was painless and easy but after that it's been a mess. After the new one arrived I called to ask when it would be activated. The call center agent said I should wait 24 hours which I then did.

The next day I called again and was informed that I should have preformed a sim swap. Not sure why seeing as it's just for data. The call center agent said the sim swap should take a couple of hours and that she would keep me updated. The next day I got an email that the sim swap was completed. But it still didn't work.

Now, a week, many phone calls and people telling me to change my apn to rain later. It still doesn't work and I'm not sure if it ever will.
