Rain speeds slow

I took it rain 4G for all devices and they say upto 10MB download what if I tell you that I have never had more then 1MB download this was at 04:00am. I am only 500meters away from the rain station and this is my speed during the day my speed fluctuates from 0.60 to 0.1 . I understand networks become congested but speed ike this is ridiculous. I even logged a support request over 2 weeks or so ago and no update, when you call in you hold on forever. The best part of all this is that Rain will does not admit there is an issue on their network. Please guys we are paying money for your service atleast give us some decent speed to atleast work
