Rain speed bad

Why does Rain advertise but cannot produce and they know the have a problem in my area. I signed up for Rain unlimited 4G 24/7 but only 0.91 Mbps down and 0,01 Mbps upload, mail Rain and they respond ; Apologies this was caused by the lockdown. This has resulted in congestion on certain towers which was impossible to plan for, and unfortunately you are connecting to one of those towers.

Why do they sign me up if they know they have a problem in my area looks like it was only done to take my money.
