Rain slow internet speeds and no resolution

I have been complaining (for weeks now) about slow internet. I did have someone call me once, and i called in to get assistance. I've been moving my modem everywhere, as they suggested, e.g. close to towers, I've positioned based on towers, optimized, checked settings... and have still not gotten this resolved. The countless speed tests reveal internet speeds download of around 0 and 3 mb, upload maybe 3 to 6. No email responses anymore and no assistance to resolve. Is this the internet speed I should get used to? As this isn't what's advertised. Not close. If so please tell me so i can look at alternatives. Slow and buffers a lot!
