Rain Refusing to refund a Duplicated debit order

Rain Duplicated a debit order and **** to have refunded me. As per my bank Capitec they did not process any refund to my bank.

They said the money will be processed within 10 working days. today marks 15 working days later, my refund is still not processed.

I am escalating this matter to National Consumer Commission. I am not leaving any stone untuned.
