Rain refuses to remove old cancelled Sim cards from my profile!

Last year I had to cancel some of my Rain Sim cards because of network issues in my area. This year there have been a great improvement on Rain network and Speed in my area and I want to add some sim cards for my children and my parents, but I'm told I have reached my limit of 10 sim cards. I explained to them that 7 Sim cards have been cancelled last year because of network issues but now Rain has resolved the network issues and I want to use the service again. But they refuse! What must I do?
