Rain network is bad!

I asked to be called because I want to cancel but no one called me...I cancelled a week later and they still debiting my account. The network coverage is bad in my area and I've requested to change with no help. It's been a week that they've been attempting to debit my account and it bounce and that means the bank will charge me for those unpaid debit.
