Rain is useless and clueless service

I'm a new customer and have been stuck on the sign up as the site isn't accepting payment. I've been to my bank and confirmed the issue isn't with them. I've been following up with rain since 07/07 as I've had an order pending since. No one has a clue what to do. They've"escalated" to no effect. I'm not even a customer of theirs and already battling.
