Rain is the worst internet provider

Rain is the worst internet provider. I've contacted them several times regarding their slow speed of 0.1 mbps download and 0.3 mbps upload sometimes no internet at all, then they said they'll get back to me but they never did. I will like to know if this is legal since they deduct from my account every month, I pay according to our agreement but they don't deliver its 4g unlimited of R479.00?
