Rain Internet - Worst service ever!!!!

We ordered a 5G Link from Rain. We have moved it around to get the best possible signal. The maximum speed test varies every minute. It is suppose to be the top package, but we get a maximum of 47Mb Download and 2Mb Upload. I can understand why they are using Covid-19 as an excuse not to answer their phones, because they have disappointed "1000's" of people/customers. Is there any authority that can be contacted to bring them to justice.
