rain fees accumulating

I see rain is saying I owe 1500 + I have not been using rain since and last time I checked rain was not a contract so why is it that you charge me while the previous month is not paid ain't it suppose to be you switching off services I am not willing too pay for something I ain't using especially what I know from your terms and conditions
