RAIN DRYING UP?

I have had rain as my ISP going on 2 years now. initially the service was mostly good. Approximately 4 months ago, rains speed suddenly got ridiculously slow. with the exact same equipment that previously reached speeds of up to 36 mb/s i now no longer even get 1 meg. the responses from rain have been mostly generic regarding resetting my modem. this does not fix anything. my speed has actually gotten slower now to approximately 2/10th of a meg. yet i pay full price. my modem shows that the signal is full so its not my hardware that is faulty. it is obvious that rain are throttling down speeds. that is not what i am paying for. On their facebook ads, hundreds of customers complain every day about the same thing. If rain intends only delivering 1/20th of the service they promised, why not make it cheaper then?
