Rain download speed. Pay for 10mbs but get less than 1mbs

I am paying for a 10mbs package but only get speeds of 0.4mbs during the day. I cannot even send emails nevermind streaming. I have sent emails raising this issue in my area. My neighbors have the same problem. There should be a law against this. Rain should also take more pride. How on earth can you let customers pay for something they cannot even use.
