Rain disabled my SIMs while billing is in dispute and is preventing number porting.

I am currently unable to use both my Rain numbers after my SIMs were deactivated while a Promise-to-Pay billing dispute is under reconciliation (Ticket ***2).

I attempted to port my numbers on Saturday while the SIMs were still active, but the requests were declined. The following day, the SIMs were deactivated, which now prevents me from sending the PORTME SMS required for number portability.

Rain billing has acknowledged duplicate payment entries and escalated the account for reconciliation, as the outstanding balance being shown appears incorrect.

As a result of this situation:

I cannot complete number porting I cannot receive important business calls I cannot use one number to contact my child I cannot access certain banking services linked to these numbers

I have requested temporary reactivation of outgoing SMS for 24 hours purely for number porting, which is standard practice, but this has not yet been actioned.

I require urgent assistance to: Reactivate the SIMs temporarily for porting Finalize the billing reconciliation

Your latest response confirms the exact issue I am raising.
You have stated that:
  • The port cannot proceed because the service was cancelled
  • No changes can be made because the promise-to-pay must be settled in full
However, this is occurring while the billing on this account is under formal reconciliation due to acknowledged duplicate payment entries.
By disabling the SIMs while the dispute is active, you have prevented me from sending the PORT SMS required for number portability, which is standard regulatory practice.
This constitutes ******** prevention of number porting during a billing dispute.
I have proof from MTN that the port requests were submitted while the SIMs were still active on Saturday and were not rejected until after Rain deactivated the SIMs.
This has now resulted in:
  • Inability to port my numbers
  • Loss of access to banking services linked to these numbers
  • Loss of business communication
  • Risk of permanent number loss
This is no longer a support issue. This is a regulatory matter.
I require, within 24 hours:
  1. Temporary reactivation of SMS for porting purposes
  2. Written confirmation that my numbers will not be recycled
  3. Completion of the billing reconciliation already acknowledged by Rain billing
Failing this, I will be lodging a formal complaint with ICASA and the Consumer Protection Commission, including this written correspondence as evidence.

Update (Wednesday):
I have still received no response from Rain since my original post on Monday.
Since then:
  • I have opened tickets with Rain on Saturday, Sunday, and Monday requesting the exact settlement amount for the “promise to pay” so I can pay it immediately.
  • I have received no response to any of those tickets.
  • I have emailed ICASA twice regarding this matter.
My Rain account itself is fully paid up. The only thing outstanding is the “promise to pay,” and Rain is refusing to tell me what the correct amount is so that I can settle it. At the same time, Rain has disabled my SIM cards and is preventing number portability. I attempted to port my numbers to MTN while the SIMs were active on Saturday. MTN confirmed the port requests were received, and later informed me the port was declined by Rain. On Sunday, Rain disabled my SIMs, meaning I can no longer send the required PORT SMS. I am now without my business number and without the ability to contact my child on his number. Rain has not responded to tickets, has not responded here, and has not provided any way to resolve this. This silence is now causing real damage.

Update (Wednesday evening):
I have now received two emails from Rain stating that they “tried to contact me but could not reach me” after spending 30 minutes with their **** AI support, and opening tickets for the same issues.
This is not correct.
My phone has been on, unlocked, and with me the entire time. I have received no calls from Rain. The courier has successfully contacted me on this same number on Monday and again today, which proves the number is reachable.
If Rain did attempt to call, I request they provide the date, time, and number dialed for those attempts.
I rep**** to the email asking them to call me immediately if someone is genuinely trying to make contact. No call has been received.
I am requesting that Rain contact me telephonically by tomorrow morning to resolve:
  1. The exact Promise-to-Pay settlement amount in writing
  2. Temporary SMS activation so I can complete number portability
Continued claims of attempted contact without any actual calls only add to the confusion and delay while my numbers remain unusable.

Hi,

All payments reflected on my Rain account are the only payments I have made. There are no external or missing payments.

The issue is that:
  • The Rain dashboard shows one settlement amount
  • RainGo chat quoted a different outstanding amount
  • Previous Promise-to-Pay balances appear to have been rolled into the current one

This has created a mismatch in the final settlement figure, which is preventing closure and porting.
Kindly:
  1. Reconcile the payments against the full Promise-to-Pay history
  2. Confirm in writing the exact final settlement amount
  3. Proceed with allocation and escalate temporary SMS activation for porting once reconciled

Update (no resolution after further 5 days):
I am still without my SIMs and without my numbers.Rain asked me to submit proof of payments toward my Promise-to-Pay. I immediately did so and requested reconciliation and the exact settlement amount in writing so I can pay it and complete the port.There has been no response since.This is now well over a week since my SIMs were disabled while my account itself was fully paid up.Key facts remain:
  • I attempted to port my numbers while the SIMs were still active. MTN confirmed the port request was received and later declined by Rain.
  • The following day, Rain disabled my SIMs, preventing me from sending the required PORT SMS.
  • Rain has still not reconciled the Promise-to-Pay amounts despite requesting my proof of payments.
  • Rain has claimed they “tried to contact me,” but no calls were received. The courier has reached me on this number multiple times.
I am losing business and access to essential services because Rain is not responding.I now require Rain to:
  1. Confirm the exact final settlement amount in writing
  2. Allocate the payments already provided
  3. Restore the numbers to a state where porting is possible or enable temporary SMS so I can send the PORT message
This matter has also been escalated to ICASA.

Update – 23 Days Without Resolution | ICASA Escalation Active
It has now been 23 days since Rain disabled my SIMs.
Despite:
  • My main subscription being fully paid
  • My Promise-to-Pay proof of payments submitted
  • Multiple tickets opened
  • ICASA complaint registered (***/25)
  • ICASA escalation to Rain (14 working days response window)
Rain has provided no meaningful response.
The consequences are now severe:
• I cannot access my banking due to OTP linked to the disabled number
• I cannot access my WebAfrica account (OTP linked to the disabled number)
• I am losing business due to my primary contact number being inaccessible
• I cannot port my numbers because Rain disabled the SIMs after declining the port
Rain requested payment proof, which was provided.

There has been no allocation confirmation, no reconciliation, no SMS reactivation, and no port resolution.
This is no longer a simple support delay. This is active obstruction of number portability and service access, with financial impact.
I now require within 24 hours:
  1. Written confirmation of the exact final settlement amount
  2. Allocation of payments already submitted
  3. Immediate temporary SMS activation for porting

  4. OR restoration of numbers to allow lawful porting
Failure to resolve this will result in formal legal escalation for damages.

Update – Settlement Email Still Not Sent

On Friday, 6 March at approximately 13:06, I finally received a phone call from a Rain representative regarding my ICASA complaint (***/25).

During that call we discussed the final settlement amount for the Promise-to-Pay balance. I confirmed that I am willing to settle the amount immediately. I was told that an email with the settlement amount and payment link would be sent to me so that I could make payment and proceed with restoring/porting my numbers.

However, today is 10 March and I have still not received that email.

Important points:
  • I do receive other Rain support emails, so there is no issue with my email address.
  • I have been actively trying to resolve this and settle the outstanding balance.
  • Without the settlement email or payment link, I cannot complete payment or move forward with restoring my SIMs or porting my numbers.

This matter has now been ongoing for several weeks, and I am still without access to my numbers which are linked to business communication, banking OTPs, and other services.

Please can Rain urgently:
  1. Resend the settlement email and payment link, or
  2. Contact me directly so I can settle the account immediately.
I am ready to resolve this, but I need Rain to provide the payment details they promised during the call.
