Rain continues to get away with theft

Why is Rain allowed to commit "Theft" and get away with it? I was overcharged by Rain, after having canceled my service more than a year ago, they decided to start charging me again.

Then I did a quick search online and founds lots of people complaining about being incorrectly charged by Rain for services not rendered, cancelled service, etc.

What is legal definition of Theft? - "Theft: It consists of the ******** appropriation of moveable corporeal property belonging to another with intent to deprive the owner permanently of the property."

Why does Rain continue with such practices without any recourse for their actions?
