Rain charged me for sim card that is not in use!! Biggest ****

Rain billed me for Sim card that I am not using. They say I'm billed for the services that are available to me. How are they available if I'm not using. When I got the sim card I was told that I will be charged if I use the sim. Guess the situation is different now that I am a customer.

When I want to cancel now I'm told that I will still be billed on 1st of August again. So I will be billed for two months of not using the sim card. As I last used the sim card in May Can I get a refund and cancelation on my sim card.. !!!
