Rain breaks contact agreement

I had the R479 package and dicided to down grade to the R250 package i received my email stating that as of 1 of December 2020 i will only be paying R250 for my internet 1st of December i was debit R479 for the full internet package but as of 18:00 I do not have internet access. So rain took more money than our contract. If you phone rain nobody can help you must spend more money because everyone wants a explenasion and there never a Manger on duty. What can i do?
