poor service

i have been using rain for some time. since August my internet started slowing down. everyday around 5pm or sometime in the afternoon. there will be connection and no internet. i have reported this many times and i will be told a consultant will call me. till today no consultant has called me. one consultant promised to sign me the setting up of the APN. i never received that information. the service is so poor.
