Poor payment system

After a duplicate payment done on July 28th,I had requested for a refund on it since the account is up to date and the account is paid on the 25th of every month.Ever since then I haven’t received any response or any communication from them.A whole month has passed and still,when I call they tell me about investigation.What hard thing is being investigated there?
