Poor network service

I went with rain cause they said it's a month to month payment,so that means it not a account same as DStv so I'm trying to understand how do you owe money for a WiFi that is off and of you tell them you can't pay it can stay off you still get charged for nothing,then you pay and its still off . And you can't cancel till you finish paying what you owe like you signed a contract.pls explain to me how rain works cause it's like signing up with the devil and you will never get out of it.
