Paying for 100mbps getting less than 1kbps!

For 2years I have been up & down with Rain. Reboot, restart, move, plug in plug out & we will call. The transmitting tower closest to me has apparently not been working for 2 years. I been told Mr. Coston we agreed to supply upto100mbs and not exactly 100mbs all the time. Fine but why am I going doing down to 803bs & less? I havw screenshots to prove how bad it gets.
