Once again, we are now on the 3rd and my debit has still not gone off

Once again, we are now on the 3rd and my debit has still not gone off. Everyone keep saying my account is paid up until 01 November but watch, by the 15th or 20th then they'll switch off my internet stating I owe again but the debit never went off!!! 6 months, I am absolutely hopeless on resolving this issue, complaining, tickets ICASA. It's like rain doesn't care until you owe them.
