Once again internet is of as usual Rain is bad

So last month May my internet was Completely down for more than a week after hunders of calls Rain came out replaced my router working fine and wll but tonight once again internet is so bad that I'm not even able to do a speed test according to oure agreement Contract it's supposed to be more than 10Mbg but its 0.07 but if i dont pay they just suspend serice but for them to just cut service is fine. Please advise as to why is this fair.
