Not complete information/functionality on website

So all the fancy info on website, bragging about you can do RICA online. (Loading up Proof of residence) I have tried three and more times to find a place on the website to do it and I cannot find it. And when you do say the information is not helping you, the Chat link does not work. In the meantime, the SIM which you fetch from the shop, remains inactive, even if you entered the details on website. So what do you do then?. Just go to another ISP and get hassle free internet connection intime!
