No refund and being overcharged by rain

I initially had the R250 Sim then decided to go for the rain one, I was sent a link to my phone and was told payment didn't go through then received the link on my email. When I check my bank balance both payments went through R559 x2. I was told one payment will be reversed that was 3 months ago.. Then month end I am charged for the R250 and R559 and I queried it because I was not using the R250 Sim I was told even if you don't use it I must pay for it. I asked the agent to deactivate the R250 Sim because I am not using it. 2 months later I am still being charged for both the Sims I have not received any refund. I am very disappointed with rain.
