No credit for pathetic internet

After my numerous complaints and a promise that I will be credited for the pathetic internet we have had from July, I was debited in full again.
If I do not receive a plausible explanation as to why I have not been credited, I will take this further

Yet again tonight we are experiencing ping of over 100ms, jitter of nearly 300ms and nonexistent download speeds.
If the internet problem and the fact that Rain has not given me a credit persists, I will take this further.
