No contact details available

I recently tried to create an account on the rain network but it would not allow me to do so. It seems that someone has already created an account using my ID number. This could be perhaps as a result of losing my ID smart card a few months ago. I would like to open my own account. Sadly I am unable to because someone is already using my personal details without my permission. There is also no information regarding ways to contact rain internet service provider.
