Never have internet connection

Worst internet service provider ever! Internet connection is always off, when you phone they always start with a loaf shedding excuse, when that one doesn't work then they revert to the tower is down, why is the tower always down? I have requested a credit every time I phone, yet still get charged for something that never works. Really not happy that I have to pay for a service that is so terrible
