Network that just doesn't work

Rain is the worst ISP in South Africa, from my experience it feels like Rain is a ****. it's difficult contacting them and when you do manage to contact them and report your issue it's like you are being read a script. They treat every network complaint as if it's an isolated issue while multiple people across South Africa are experiencing the same issue. All the agents I've spoken to say the same thing and I'm sure every Rain customer with network problem gets told the same thing "which device are you using, restart your device, do a speedtest, place your device near a window" when all that fails you are told the issue will be investigated only for them to tell you the towers in your area are down and the tower you are connected to is overutilized. contacted Rain exactly 3 months apart and got the exact same rehe****d response from different agents. The only thing that works with Rain is the billing system.
