Low speeds on premium package

I upgraded to premium package thinking I would not have speed problems but I still do ,can't even stream my TV with out buffering which is frustrating(and not even during peak times) I think I'm gonna change to fibre I'm over rain been with rain for like 4 years but lately it's been ridiculous with speeds(low) and especially that I'm on premium package I can get fibre for the same amount I pay for premium on rain,tried everything moving router everything still the same nonsense and I believe there is a tower a few kilometers from my place but still struggling this is not on
