Less than 5% coverage after upgrade to a better 4g deal

I upgraded from 19hr unlimitted peak which I have been using for more than a year to 25/7 unlimitted. Since the upgrade two weeks ago the network speed has never been more than 400kps yes 0.4mps. Lodged numerous complaints no help at all. Have to resort to buying data from other networks due to the downgraded Internet speed. Also I mistakenly duplicated my application for this 479 deal. I was billed R 479 plus R 315 (19 HR +24/7 upgrade Pro rata). Mind you I did not even receive the Sim but itstwo weeks now still no refund, network sucks. I regret this upgrade coz I never had issues with my 19hr deal.
