Issue still not resolced, max download speed of 0.3mbps

I will complain every day Hellopeter allows me untill I get my issue resolved at rain. I am not paying half a thousand rand for internet so bad whatsapps struggling to go through. Still having the same issue with speeds max download rate up to 0.3 mbps which is unacceptable. The issue has nothing to do with my router or the tower 0.5km from my house, the issue is I am being throttled till such a extend that I can't use the internet.
