I would like to write a review about Rain Internet Service Provider: my Rain connection sucks

I would like to write a review about Rain Internet Service Provider: my Rain connection sucks. It has been on and off for over a week now. Got billed double while I have never missed a single payment, inconveniencing me, now I have to wait 7 to 10 working days to have my money back. I have never given Rain any stories for the past 2 to 3 years I have been with them. My days with Rain are numbers. Not happy at all.
