i want my parcel or money back

i have been waiting to get my package from rain for over 3 weeks now , no communication from them and the courier guy says they cant get to my house, i shop online and parcels get to my house by courier companies almost every week, it is the 1st time someone tells me they cant get to my house by GPS , i offered to sent location they refused, and the guy was very rude , i tried them on the call back system ,i also logged support calls to not assistance.
