I purchased Rain router that comes with 2 SIM cards

I purchased Rain router that comes with 2 SIM cards. However I'm disappointed to be informed that those 2 SIM cards I cannot put them on any router in order for me to us the 2 free gigs that comes with it. I must buy 2 extra phones in order to use those SIM cards 😭😭
