Huge amount for nothing

I signed up for a rain unlimited data plan, the plan is said to be not a contract meaning I pay as per use. I stopped using rain as I never had any network. But I just realized I have been billed ever since and now I am owing a huge amount. If rain can not provide support can they not offer their business to people.
