Horrific down speeds from rain isp 0.02mbps for a 4g network

Joined Rain unlimited Internet for R479 per month. Initially down speeds was awesome at over 15mbps. Now Im paying R479 per month for unlimited Internet and cannot stream or even browse the net. Shockingly slow. Last test indicated a down speed of 0.09mbps. I'm going to cancel rain and wouldn't recommend them... I did file a complaint and was told via email to supply my address. Which I did. To date, no assistance. I rather pay a premium price to an isp that delivers good down speeds. I have Netflix and dstv streaming and I'm unable to watch anything. Rain has deteriorated so much.
